The European Territorial Cooperation Programme "Greece – Bulgaria 2007-2013” constructively continued its activities during the August 2013 – January 2014 period, the most important of which were the following:
Achievement of n+3 objective
The objective of budget commitment for year 2012 (n+3 rule) on Programme level was achieved thanks to the continuous efforts of the Programme’s managing bodies, the Joint Technical Secretariat and the project partners.
4th Joint Monitoring Committee meeting
With great success and the participation of numerous representatives from both countries and the European Commission, the 4th Joint Monitoring Committee of the Cross Border Cooperation Programme “Greece-Bulgaria 2007-2013” was held in Haskovo on the 28th of November 2013.
The Joint Monitoring Committee was attended by thirty six (36) members, thirteen (13) with voting right and twenty three (23) with no voting right including observers/experts from both countries. In addition, the Monitoring Committee was attended by Mr. Z. Szokolai, as representative of the European Commission.
The main issues discussed were the implementation of the Programme, the monitoring of the Project Performance, the Project Audits, the Information and Publicity, the on-going Evaluation of the Programme, the progress on the drafting of the Operational Period 2014-2020.
During the Monitoring Committee the participants had the chance to discuss not only the issues that were included in the approved agenda but also general topics related to the Programme.
The Joint Monitoring Committee decided unanimously
- to accept the last amendment of the Manual of expenditure verifications for the Greek Beneficiaries approved by the Special Service for Institutional Support of the Ministry of Development & Competitiveness in October 2013, and
- the enhancement of the current progress and the good practices of strategic projects of the Programme and the continuation of the already well-established cooperation of management structures of both countries with the regional, national and socio-economic stakeholders.
2nd Task Force Meeting for the 2014-2020 period
The next day, the 2nd Task Force Meeting of the Operational Programme Greece-Bulgaria for the 2014-2020 period took also place in Haskovo.
The meeting was attended by fifteen (15) representatives from the two countries, external consultants and Mr. Z. Szokolai as European Commission’s representative.
The participants had the chance to discuss the issues of the approved agenda as well as general topics related to the Programme.
During the meeting, the participants agreed to follow the proposed timetable for the preparation of the new programming period 2014-2020. Based on this timetable, the final draft of the Operational Programme should be submitted to the European Commission for review and approval until September 2014.
It is worth mentioning that issues related to partnership strategy, methodology used for the Programme drafting, involvement of external consultants for the drafting of the new Programme were also discussed during the 2nd Task Force meeting.
On behalf of the European Commission, Mr. Z. Szokolai informed the Task Force members about the context of the new European Territorial Cooperation regulation.
The next Task Force Meeting was proposed to be held in spring of 2014.
A partners' seminar took place in Kardzhali, Bulgaria on the 19th of September, 2013. All partners that participate in the projects, which are financed by the ETCP “Greece-Bulgaria 2007-2013”, were invited to attend. During this seminar, the partners had the opportunity to address their questions regarding issues related to implementation and day-to-day management of their projects. Call for tender for an expert-consultant for the elaboration of the Ex Ante Evaluation and the Strategic Environmental Assessment
The Managing Authority of European Territorial Cooperation Programmes launched the Call for Tender for Expert - Consultant for the elaboration of:
a. Ex Ante Evaluation of the CBC Programme "Greece-Bulgaria 2014-2020";
b. Strategic Environmental Assessment of the CBC Programme "Greece-Bulgaria 2014 - 2020".
Call for Technical Assistance
The Call for Technical Assistance for the European Territorial Cooperation Programme "Greece – Bulgaria 2007-2013” is published and addressed to Management Organisation Unit for Development Programmes (MOU SA).
